The Digital TV Group has published a technology-neutral framework intended to coordinate the transition of television advertising to IP delivery. It was developed with broadcasters, platforms, advertisers, agencies, manufacturers, standards bodies and technology providers.

The document argues that the main gap is not an absence of individual technologies, but inconsistent interaction between systems and organisations. It therefore maps functional components, their relationships and the information that must pass between them.

The five domains cover creative clearance and workflow automation; metadata and interoperability signals; trading and decisioning; delivery infrastructure and execution; and measurement, reconciliation and reporting. The framework is a common reference model rather than a product specification.

Publication begins a further implementation phase, so compliance profiles, test cases, governance and adoption commitments are still open. Its effect will depend on stakeholders translating the model into interoperable interfaces without weakening television's requirements for measurement, privacy, quality and accountability.
