The AWARN Alliance has urged the US Federal Communications Commission to let broadcasters use the full technical capabilities of ATSC 3.0 for public warning. The coalition also called for modernization of National Weather Service alerting and standardized visual symbols.
ATSC 3.0 is an IP-based terrestrial system with optional Advanced Emergency Information functions. Those can support richer media, improved geographic targeting, multiple languages and receiver wake-up signalling. AWARN argues that broadcasters need regulatory certainty and sufficient channel capacity before they invest in the complete alerting chain.
The engineering issue sits between standards and deployment. A station sharing spectrum while maintaining an ATSC 1.0 simulcast may not have the same capacity and operating freedom as a full 6 MHz ATSC 3.0 service. Alert benefits also depend on compatible receivers, consistent presentation and integration with originators such as the NWS and FEMA.
The filing confirms AWARN’s recommendations, not an FCC decision. Timelines, receiver obligations, DRM treatment, accessibility requirements and the relationship with existing EAS and Wireless Emergency Alerts remain open.
